Here are the five sets for building practitioner registration.
Western Australian Registered Builder application process.
- Set 1
To apply under set 1, you need to have:
completed the Diploma of Building and Construction; and seven years experience in carrying out or supervising building work. - Set 2
To apply under set 2, you need to:
have five years full time experience in supervising building construction; and be registered under the Architects Act 2004, or be a member of the: Royal Australian Institute of Architects; Institution of Engineers Australia; or Australian Institute of Mining and Metallurgy. - Set 3
To apply under set 3, you need to have:
five years of full time experience in carrying out, supervising or managing building construction; and hold membership with the Australian Institute of Building as a Member or Fellow. - Set 4
To apply under set 4, you need to have:
gained sufficient knowledge and skills equivalent to a person who completed the Diploma of Building and Construction (as referred to in set 1); and five years of full time experience in supervising or managing building construction. - Set 5
To apply under set 5, you need to have:
sufficient experience to gain the equivalent knowledge and skills as a person who has successfully completed the Diploma of Building and Construction (as referred to in set 1); and seven years full time experience outside the area of the Board’s jurisdiction in carrying out building work.

What are some obligations for a Registered Builder in Western Australia?
You must be registered with the Building Services Board as a builder (individual, partnership, or company) to carry out or be named as the builder on permits for:

Residential building work over $20,000 in value requiring a building permit.

Work that includes building a detached house, duplex, multi-dwelling, or additions to these.
You must:

Personally supervise or ensure competent supervision of building work.

Comply with the Building Code of Australia (BCA) and other applicable laws and standards.

Ensure all required building permits are obtained before commencing work
For home building work over $7,500, you must:

Use a written contract.

Provide the client with a “Notice for the Home Owner”.

For work over $20,000, ensure home indemnity insurance is in place (this protects the owner if the builder dies, disappears, or becomes insolvent).
Builders must take out Home Indemnity Insurance (HII) for:

All residential building contracts over $20,000.

It must be in place before accepting payment or commencing work.

The policy must cover the homeowner (and subsequent owners) for 6 years from practical completion.

Must be named as the builder on the building permit.

Responsible for ensuring that all work:

Complies with the approved plans and specs.

Is completed within the lawfully allowed timeframe.

You must participate in dispute resolution processes under the Building Services (Complaint Resolution and Administration) Act 2011.

This includes being responsive to Building Commissioner orders or SAT (State Administrative Tribunal) proceedings.

Maintain adequate records of work and relevant documentation.

Notify the permit authority of:

The completion of work.

Any changes (e.g., builder withdrawal, ownership transfer).
