BSBWHS411 Implement and Monitor WHS Policies, Procedures and Programs
This unit covers the skills and knowledge needed to put an organisation’s WHS policies, procedures and programs into action and monitor them on an ongoing basis, in line with legislative requirements.
BSBWHS414 Contribute to WHS Risk Management
This unit covers the skills and knowledge needed to contribute to identifying workplace hazards, assessing WHS risks, and developing, implementing and evaluating risk controls, in line with legislative and organisational requirements.

The Appointed Persons (Section 44) has been replaced with a new course in line with the WHS Act 2020 and WHS (Mines) Regulations 2022 which came into effect in March 2022.
Statutory Supervisors Course
WHS Statutory Supervisor Course
This course is designed for current and aspiring supervisors and team leaders in the Western Australian mining industry, including:
- Current supervisors who need the approved WHS risk management units to support their appointment to a Schedule 26 statutory position
- Team leaders and senior operators moving into a supervisory or leadership role on site
- Supervisors whose appointment currently relies on transitional arrangements that have now closed, and who need to meet the ongoing Schedule 26 requirements
- Site leadership teams and mine operators wanting to ensure their supervisory workforce holds the required units across a site or region
There are no formal prerequisites to enrol in the Statutory Supervisors Course.
We do recommend participants have:
- Experience in a mining supervisory role
- Basic literacy and numeracy skills — an LLN check may be completed prior to training to confirm you're set up to succeed
- Access to current workplace WHS policies and procedures, and a workplace where practical/workplace-based assessments can be carried out
Note that enrolling in and completing this course is separate from meeting the full eligibility criteria for statutory appointment, which also requires relevant industry experience and a pass in the DEMIRS examination component.
The Statutory Supervisors Course delivers the two units of competency required under Schedule 26 — BSBWHS411 (Implement and monitor WHS policies, procedures and programs) and BSBWHS414 (Contribute to WHS risk management) — covering:
- Implementing, communicating and monitoring WHS policies and procedures in a real supervisory context
- Identifying workplace hazards and contributing to structured risk assessments
- Applying appropriate risk controls within your area of supervision
- Understanding statutory positions and functions under Schedule 26 of the WHS (Mines) Regulations 2022
- Working directly with the WHS Act 2020 and WHS (Mines) Regulations 2022 so you can apply the legislation, not just recite it
Activities include knowledge questions, workplace-relevant assessment tasks completed progressively across the course, and a workplace observation report completed by your supervisor or manager.
Meeting the WorkSafe WA Requirements
From 30 March 2026, anyone appointed as a Statutory Supervisor on a WA mine site must meet the full eligibility criteria under Schedule 26 of the WHS (Mines) Regulations 2022 (WA) — the transitional "competent person" provisions have now ended.
To be eligible for appointment, a person must:
- Have at least 2 years' relevant experience as a supervisor or worker in a similar mining operation or industry
- Have completed the approved WHS risk management units of competency — exactly what this course delivers
- Have passed the LGIRS legislation examination, administered by the Department of Local Government, Industry Regulation and Safety via the Mines Statutory Positions Portal
- Be considered "of good character" by the appointing mine operator
WorkSafe-Approved Training
WorkSafe-approved units. The two units delivered in this course — BSBWHS411 and BSBWHS414 — are explicitly listed on WorkSafe WA's Approved WHS Risk Management Units for Statutory Positions schedule (October 2025 update) as approved for Statutory Supervisor appointment.
A note on the legislation exam. The LGIRS legislation examination is a separate WorkSafe WA requirement, administered through the Mines Statutory Positions Portal. It sits alongside this course and is not delivered by Vortex Education. Contact our team for guidance on exam registration and preparation resources.
